Strengthening bilateral cooperation
Portuguese Health Minister Ana Paula Martins emphasized the mutual benefits: "There is much we can learn from each other, particularly in healthcare delivery organization and management models. Sharing experiences will be crucial to strengthening our practices. I thank the Angolan Minister for her presence and reaffirm the historic bond between our nations, which has every potential to grow even stronger."

Angolan Health Minister Sílvia Paula Valentim Lutucuta welcomed the partnership: "We are excited to launch this specialized training initiative with short-, medium-, and long-term programs. Training professionals in Portugal is a cornerstone of our collaboration. This cooperation, already robust across multiple health sectors, will now become more institutionalized and consolidated, enhancing our workforce's capabilities."

Key details of the initiative

Training scope: 200 physicians, 200 nurses, 200 diagnostic/therapeutic technicians, and 30 hospital support staff in public health and clinical care.

Duration: The project will run until 2028 under Portugal’s 2030 Cooperation Strategy, covering all 21 Angolan provinces.

Implementation: Hybrid training programs held both in Angola (with Portuguese instructors) and in Portugal (where Angolan professionals will train at leading healthcare institutions).

This agreement marks a significant step in deepening the countries’ shared commitment to advancing healthcare systems
