The Paraguayan Health System is mixed, segmented and fragmented, which limits coordination and functional integration. The functions of financing and the provision of services are under the responsibility of the Ministry of Public Health and Social Well-being, in accordance with Law No. 1,032 of 1996. In addition, it counts with the National University of Asunción; the Military, Police and Armed Forces Health Services; municipal and regional health services; and the Social Welfare Institute, a decentralized entity.
In the second half of 2008, Paraguay adopted primary health care (PHC) as one of the priorities of national health reform. To this end, the Government has developed family health units with teams consisting of doctors, nurses, nursing assistants and community agents. The measure allowed more access to services, in view of the decentralization of care.
These integrated networks are part of a strategic operation that articulates institutions. The country's Ministry of Health joined forces with the Social Security Institute and other agencies to ensure effective cooperation in the national health system. In 2010, there were 67,000 blood donations, 50% in Ministry units, 30% in the Social Security Institute, 14% in the Medical School and 6% in the private sector. In recent years, a process has begun for the organization of donation centers with the aim of increasing donations and ensuring access to safe blood.
Also in 2008, the international cooperation with Brazil involving the APS generated surprising results. The Paraguayan government proposed strategic changes aimed at guaranteeing the population greater quality of life and health as State responsibility, with the goal of building a National Public Health System, with popular participation as a factor of democratization and transparency of the State. The guiding principles of this system are: universality, completeness and equity.
