The Directorate of Human Resources of the Ministry of Health of Mozambique is related to the areas of:

1. Education

a)    Participate in the elaboration of the Development Plan of Human Resources taking into account the priorities, the needs of the healthcare system and general indicators of successful development;

b)    Define general and specific educational goals of educational and specialization courses in the context of the principles of the National System of Education;  

c)    Plan, organize and normalize the functioning of the network of health personnel´s education unities;

d)    Approve the systems and criteria for assessing the qualities of the technical professional staff trained;

e)    Participate in the preparation of annual plans of education and expertise in the country and abroad and to promote and organize their realization;

f)     Promote recycling and updating courses, seminars and in-service training of health professionals according to the needs and assessments;

g)    Manage the system of scholarships for courses in the country and abroad;

h)   Decide on the equivalence and recognition of qualifications of health professionals, obtained abroad.

2. Personnel Management

a)    Develop, in coordination with the Ministry of State Administration (Ministério da Administração Estatal - MAE), personnel management standards and create, manage and maintain an information system of the sector´s personnel;

b)    Manage mid-level and higher education personnel;

c)    Promoting and supporting the provincial management of basic level personnel, elementary and general services;

d)    Organize competitions for promotion of personnel, under the legislation in force and the Professional Careers Regulation.

3. Director and Head Frames Management

a)    Select and propose the appointment of staff to fill vacancies on the box of functions of the sector;

b)    Collect information in order to monitor the performance of staff in the various functions and propose appropriate amendments in their placements.
