In May 2014, the 67th World Health Assembly asked the Director-General to develop and submit a new global strategy on human resources for health to be considered by the 69th World Health Assembly in May 2016. This strategy represents a critical component of the WHO strategic vision towards universal health coverage (UHC) in the framework of the post 2015 health development agenda. The Global Strategy on Human Resources for Health: Workforce 2030 is now open for public consultation until 31 August 2015. The draft will also be discussed at various global health events as well as a number of WHO regional technical consultations. This global dialogue will inform the continuing improvement of the draft and a final version to be submitted to the WHO Executive Board in January 2016. 

The purpose of the Global Strategy on Human Resources for Health: Workforce 2030 (GSHRH) is to support WHO, Member States and partners - at global, regional and country levels- to address health workforce challenges to progress towards Universal Health Coverage. The strategy brings together state of the art knowledge and evidence while building on a decade of experiences and lessons learned in implementing health workforce policies at country level. It also reflects on emerging evidence that investments in the health workforce can trigger broader socio-economic development with positive spill-over effects on education, gender equality and on the creation of decent employment opportunities and sustainable economic growth.

Development of the strategy

Since early 2014, the Global Health Workforce Alliance (GHWA) coordinated a broad-based global consultation, through the development of 8 thematic papers to collate evidence in support of the global strategy on HRH. Comments received from the Consultation have been summarized into a "synthesis” document which has informed the zero draft of the WHO Global Strategy on Human Resources for Health: Workforce 2030. Now, GHWA is inviting feedback on the draft strategy via its online consultation. The consultation is open to Member States of the WHO, institutions, networks, civil society groups, individuals and relevant organizations with interest in human resources for health.
