The Higher Institute of Health Sciences Victor Sá Machado (ISCSVSM) aims to train technical staff in the area of ​​Health. In 2014, it became one of the Organic Units of the University of São Tomé and Príncipe. In order to fulfill the purposes of promoting the training of new technicians and the retraining and qualification of existing technicians, the Institute has invested in the training of Health Officers and short-term training in the various areas of Public Administration in the country. Currently, it offers courses of intermediate level, courses of baccalaureates for students of average level, besides the initiative to promote courses of licentiate in superior level.

The United Nations Development Program (UNDP) is the lead agency of the UN's global development network and works primarily to combat poverty and human development. In the latest global report, measured by the data for 2017, the Republic of São Tomé and Príncipe has increased its position in the Human Development Index (HDI) compared to 2014. With the HDI of 0.589, the country occupies 143 Position among 189, being considered of average development.
Among the assessed rates, schooling is one of the factors that are part of the evaluation. Despite the small progress, education in the country is still lagging behind. According to the UN document, expected schooling is 12.5 years, but the population concludes an average of 6.3 years studying. In addition, UNDP also points out that São Tomé and Príncipe is one of the states where teachers are less prepared to teach children: the country is one of four in the world where less than 30% of these teachers receive training and preparation.
