Known before as the Human Resources Development Institute (IDREH), it was initially the Publich Health School.  In the Ministry of Health, it is the entity responsible for the policy formulation and health human resources regulation in a sector level, being also the entity that leads the human resources development in the Ministry of Health.

The Human Resources Development Management Head Office (Dirección General de Personal de la Salud — Ministerio de Salud) has two Head Offices – the Capacities Management in Health Head Office and the Work in Health Management Head Office – and it is responsible for the following general functions:

• Elaborating, proposing and evaluating national policies, rules and strategies for the Competencies Management in Health and offering technical assistance for its implementation.
• Leading the human resources strategic planning of education, specialization, training and allocation for the National Health System.
• Outlining and connecting strategic information and knowledge production and spreading processes for decision making in the work field and capacities in Health, in coordination with institutions and social actors in a national level.
• Proposing and evaluating agreements related to work and capacities in Health demanded by the Ministry of Health.
• Proposing coordination mechanisms for regulation and alignment of education and work in health processes, in the prevailing laws milestone.
• Representing the Ministry of Health, by delegation, in the regulation and alignment levels for the work management and the educative quality in health.
