The project for the Center for the Development of Human Resources in Health (CEDRHUS) began in 1992, under the coordination of the Human Resources Development Management of the Personnel Administration Department of the State Department of Health.
On July 9, 1993, Complementary Law No. 091/93, through Act No. 873/93, published in the Official Gazette of the State - DOE, on 10/07/93, created the Center for the Development of Human Resources in Health - CEDRHUS, changing the organizational structure of the State Department of Health in this area.
In the state management initiated in 2003, the School of Health Training - EFOS, appeared, in the organizational structure of SES, as management subordinate to the Directorate of Human Resources - DIRH. However, with the edition of Complementary Law No. 284, of February 28, 2005, which established the management model for State Public Administration and provided for the organizational structure of the Executive Branch, EFOS changed its name to Escola de Ensino Médio, subordinated to the Human Development Department - IHRD.
At the beginning of 2007, the Human Development Department was renamed, with EFOS being linked to the Permanent Education in Health Department - DEPS. And, since then, there have been no further changes to the School's organizational chart.
EFOS is a public entity in the health sector, maintained and subordinated by the State Department of Health - SES / SC, which offers resources recognized by the State Education Council / SC, aimed at SUS workers, with elementary and high school education , to be carried out mostly in service.
EFOS 'actions are aimed at qualifying professionals from the Unified Health System (SUS). In this context, the School operates in thirteen Health Regions within its scope: Far West, Xanxerê, West, Alto Uruguai Catarinense, Midwest, Alto Vale do Rio do Peixe, Greater Florianópolis, Laguna, Carbonífera, Far South, Northeast, Planalto Norte and Serra Catarinense.
The resources for the execution of the training and qualification courses come, in their majority, from the Ministry of Health. However, there are occasions when the resources come through an Agreement, being the State responsible for the counterpart of 30% of the total value of the resource. . In addition, EFOS seeks support from other health institutions in the state, such as the Regional Health Development Agencies of the Regional Development Secretariats, the Permanent Commission for the Integration of Teaching in State Service - CIES / State, the Permanent Commission for the Integration of Teaching in Regional Service - CIES / Regional, Regional Inter-managers Commission - CIR and the municipalities involved in the teaching-learning process of health workers.
In 2014, the School started using the virtual platform AVATAR (Virtual Environment for Technical Learning, Improvement and Reference). By making use of this technology, it proposes to contribute to the students' learning, which is a space for accessing the course handouts, complementary texts, evaluations and research in general.
In 2016, the School's new headquarters was inaugurated, which has a five-storey structure, which includes nursing laboratories, dental and computer lab, library, auditorium, classrooms and administrative rooms. The new structure meets the needs of the technical courses offered, improving the quality of education offered by EFOS.
