WHO


WHO’s work in coordinating IHR implementation is led by the Department of Global Capacities, Alert and Response (GCR). GCR collaborates closely with WHO Regional Offices and the designated IHR National Focal Point in each country.

The work of the Department is carried out by teams in Geneva and Lyon.

Global Outbreak Alert and Response Network (GOARN)
A network of technical institutions that pool expertise and resources during response to outbreaks of international importance.

Public Health Logistics (LOG)
Provide a wide range of outbreak support services, including maintenance and distribution of stockpiles, handling and managing the transport of infectious substances for laboratory testing, and coordination of operations.

Risk assessment (RAS)
Support countries gathering, assessing and documenting information about public health events, in order to assign a level of risk so that an appropriate response is ensured.

Strategic Health Operations Centre (SHOC)
A round the clock surveillance platform, at global level, 24/7/365 to facilitate international cooperation, collaboration and communications during public health emergencies and daily operations.

Support to National Surveillance (SNS)
Guidance and, training and collaboration among on early warning surveillance systems, and facilitating links with laboratory-based surveillance systems and points of entry.

Laboratory strengthening and biorisk management (LBS)
Development and dissemination of frameworks, tools and expertise to inform and support health authorities in strengthening laboratory quality, safety and security.

Risk communications (RC)
Guidance on crisis communications during outbreaks to build and maintain trust with affected populations and the international community.

Learning solutions and training support (LST)
Support to countries for strengthening the skills of professionals from all sectors that contribute to IHR implementation.

International travel and health & mass gatherings
(ITH/MG) Evidence-based travel health guidance to international organizations, medical professionals, and travelers; guidance to countries on preparedness and management of health risks during mass gatherings.

Ports, airports and ground crossings (PAG)
Support for the development of health measures at designated points of entry, to limit the international spread of risks while minimizing undue interference with travel and trade.

Monitoring and assessment of national capacities (MAC)
Support countries in reviewing and assessing their health systems’ capacity for IHR, to determine priority areas for developing or strengthening, and to develop national IHR implementation action plans.

Support to national legislation (LEG)
Guidance to countries on harmonizing their existing legal frameworks with IHR, to facilitate effective IHR implementation.
